Dubai Overhauls Housing Rules to Support Emirati Families and Community Living

In a bold step toward enhancing family life and urban adaptability, Dubai Municipality has unveiled sweeping changes to residential planning rules. These updates, part of the newly launched “Home First” initiative, are aimed at empowering Emirati citizens to extend and personalize their homes in line with evolving social and generational needs.

Flexible Housing for Changing Family Dynamics
The revised regulations allow Emirati homeowners to build side annexes and separate villas for family members, including sons, within their existing property. This not only maximizes land use but also preserves intergenerational privacy while maintaining close-knit family ties.

Key changes include:

  • Construction of a side family annex before the main villa, equipped with private living spaces

  • Permission to build a separate villa for a son on the same plot

  • Up to 100% expansion of the villa’s second floor

  • Reduced setback requirements to 1.5 meters for both villa boundaries and rooftop floors

  • Removal of setback restrictions between service annexes and villas, with new annexes allowed up to 8 meters in height across two floors

  • Allowance for adjacent townhouses across multiple plots to boost planning efficiency
